The Juniper Ridge evictions are a symptom of the growing issue of homelessness in Deschutes County, which needs to be fixed at its root. Evicting these people to build homes for the middle (to upper-middle) class isn't going to fix that or even help. They'll simply be pushed further East or South.

Yep, only legal avenue for city considering they're not willing to adopt and enforce an Anti-Pan-Handleing Law that a tremendous amount of cities have adopted across the States.
